Geass: The Ward of Absolute Suspension
Aka his primary assassination technique.

General Description:
Pauses the affected parties' perception of time for the duration it's active.
1) Essentially, if you are within the range, you do not notice anything that occurs for the duration it is active. If he moves in this time, it looks like he teleports. Etc.
2) Also stops his heart for the duration it's active so he can't use it for more than ten seconds, or too often in a short time period! Larger distances is also harder on his heart. His heart restarts when he stops the geass, but obviously doing it too long or too frequently can cause permanent damage.
3) Applies to an (adjustable) radius around him (and affects everyone inside that circle.).
4) Only applies to sentient beings that think similar to humans; would not apply to a sentient creature that does not think at all in human-like patterns, to non-sentient creatures like animals, or to physical phenomena.
With powercapping:
TBF this power is already pretty capped given the inherent cardiac arrest -- my thought was just upping the limits already in place.
1) He can't do large distances even if he strains and he feels the strain at a shorter distance (say his max straining range is around the size of a large work floor instead of the size of a football stadium), doing it too closely together will be fatal faster, combining the two will be extra unpleasant, etc.
2) As it's still a godmode power even with this (time stop is time stop, and can be instantly fatal if he uses a few seconds to stab you in the neck) I want to clarify that any time I'd be inclined to have him use the Geass, I would absolutely run it past the players and if they don't want the risk of instant capture/injury/death I will simply find something else to do, and only if they DO want to play with that, I will totally go for it.
